That’s why we provide state-of-the-art telecommunications equipment and alert systems at no cost to you. Our mission is to empower Louisiana residents with the tools they need to break down communication barriers and live life to the fullest.

Amplified & Caption Phones
Say goodbye to missed conversations! Our phones can amplify a caller's voice by over 50dB, ensuring crystal-clear conversations for those who are hard of hearing. Some models even offer real-time captions, so you never miss a word.
Alert Systems
Stay informed, stay safe! Our alert systems use flashing lights and vibration to let you know when the phone is ringing, when someone's at the door, or in case of alarms and other important events.
Teletypewriters (TTYs)
Stay connected through text! TTYs enable text-based communication over a landline telephone, making conversations accessible for the d/Deaf community.
Personal Alert Devices
Wearable peace of mind! These devices use vibrations to keep you informed about events and emergencies, ensuring you never miss a moment that matters
Eligibility Requirements
The following are required to receive equipment:

Documentation of hearing-related diagnosis or combined hearing and vision related- diagnosis, (i.e. an audiogram or a note from your doctor, audiologist, etc.).

Proof of Louisiana residency.

Social security card.

Must be 18 or older to receive equipment. A parent/guardian can sign for those under age 18.
Equipment is provided based on availability and is limited to one unique item per household. Exceptions may be approved by LCD. Contact your local Regional Service Center (RSC) for more information.
Accessing Services
To receive telecommunications equipment from LCD, contact your local Regional Service Center (RSC)*. They will verify that you qualify and help you select the equipment that is right for you.
iCanConnect
Some telecommunications equipment specifically for individuals who are DeafBlind is available to those who qualify through iCanConnect, the National DeafBlind Equipment Distribution Program. This program is not associated with LCD, but provides equipment such as Braille devices, computers, and mobile devices to thousands of people who are DeafBlind across the country.

Apps Guide Information
Many apps exist today that help us make our everyday lives a little bit easier. There are apps for communication needs, ASL dictionaries and tutorials, phone/text translation and transcribing, Video Relay Services, games, and more!
